The Single European Act (SEA) was a major revision of the Treaty of Rome, which provided a free internal market, unrestricted movement of goods, labour and capital. These pillars were supposed to be in position by 1992. SEA was followed by the Maastricht Treaty.
The SEA was signed in Luxembourg and the Hague on 17 February 1986 and 28 February 1986.
